Service Providers
The Welsh Assembly Government’s xchangewales solution is delivered in a modular format for public sector organisations, to select the electronic tools and associated support services that meet their specific needs.
Each component of the service is delivered by one of the following organisations.
Sequence
In 2003 Sequence were commissioned by the Welsh Assembly Government to develop their strategy for the provision of a National Procurement Website. Sequence specialise in the delivery of complex web applications and strategic consultancy for public sector web strategies.
Sequence use industry-standard Microsoft technologies to create scalable, reliable and secure solutions for the public and private sectors, skills that have been used to great effect in the creation of the initial key components of XchangeWales - the eOpportunities portals Sell2Wales and Buy4Wales.
To date the system has over 32,000 suppliers registered, a procurer user base across 100 Welsh organisations and has carried over £6 Billion worth of notices since launch in 2004.
QinetiQ Commerce Decisions
QinetiQ Commerce Decisions is working in partnership with BravoSolution, as the sole approved provider of eSourcing Services under an OGC Framework Agreement, to deliver key components of the xchangewales solution, including: eEvaluation, eDocument Authoring and eReview.
QinetiQ Commerce Decisions is a leading provider of software and services to support the procurement and post contract review processes for both buyers and suppliers.
For buyers, the xchangewales - eEvaluation tools help to improve the efficiency and effectiveness of the evaluation process in order to make the best buying decision based on al the relevant criteria.
xchangewales - eEvaluation is based on AWARD software which has been used by defence, aerospace and utilities industries, healthcare and local and central government in a wide range of procurements of differing sizes and complexity.
BravoSolution
The Welsh Assembly Government selected BravoSolution, as the sole approved provider of eSourcing Services under an OGC Framework Agreement, to deliver key components of the xchangewales solution; including: eTendering, eEvaluation, eVendor Management, eContract Management, eLearning, eVendor, and eCall for Requirements.

ProcServe
ProcServe provides fast, flexible and secure electronic marketplaces and trading connectivity solutions. ProcServe’s hosted, custom-branded solutions provide customers with the unique ability to leverage a software-as-a-service solution and maintain their own uniquely branded and configured marketplace. Customers enjoy a faster solution set up, lower cost of maintenance, and a secure environment.
xchangewales - eTrading and xchangewales - eTrading for Schools are based on the Zanzibar Managed Service, the MCA award winning electronic purchasing system delivered by ProcServe on behalf of OGCbuying.solutions.
