Why doesn’t each public sector organisation purchase their own system?
Organisations are able to purchase their own eProcurement systems, however this would not deliver the collaborative benefits for both suppliers and buyers that xchangewales is designed to provide.
If this were to happen a range of fragmented systems would emerge. This would not only be at greater cost to the public purse (up to 40%) but businesses in Wales would not benefit from a central modernisation Programme, impacting upon their ability to develop their business, making it harder to compete on a global basis.
