It’s human nature to leave bidding to the last minute, but if any supplier places a bid near to the scheduled end time of the auction, that time will be extended to allow other bidders to respond to that bid and therefore enabling the auction to come to a natural close.
So...
"How do I start?" To take part in an xchangewales eAuction, all you will need is access to the internet with a Java enabled PC, preferably in an environment where you will not be interrupted for the duration of the auction. An average eAuction will take around 30 minutes to an hour, but you should build in some time for the additional bidding activity and therefore potential extensions.
eAuctions do not replace tendering; they are another phase of the procurement process.
eAuctions provide a cost effective, fast and transparent conclusion to a full tendering process. To compare, a typical eTender process is as follows:
1. Publication of Pre-Qualification Questionnaire (PQQ)
2. Evaluation of PQQ responses
3. Invitation to tender from buying organisation to pre qualified suppliers
4. Evaluation of tender responses
5. Notification/debriefing to suppliers
6. Contract award.
An eAuction would be between stages 4 and 5.
You need to plan your tender process in the normal way, but you must remember to indicate in the OJEU advertisement that your procurement process may be run as an eAuction. You simply need to tick this option This does not mean that you have to run an eAuction, but it does give you the option. Failure to do this will mean that you will need to get permission from all participating suppliers to run an eAuction.
